
Certificate of Competence in Construction Activities
The Hanoi Department of Construction grants certificates of competence in construction activities to organizations involved in the construction sector, ensuring professional qualifications and compliance with legal regulations.
Key Information:
- Certificate Categories: Certificates of competence in construction activities are classified into Level II and Level III, depending on the scale and scope of an organization's operations.
- Issuance Process: The application for the certificate must adhere to the regulations outlined in Article 99 of Government Decree No. 175/2024/NĐ-CP.
- Eligibility Criteria: Organizations must meet requirements related to personnel, experience, financial capability, and quality management systems.
- Adjustment and Supplementary Procedures: If modifications to the certificate content are needed, organizations can follow the adjustment procedures provided by the Hanoi Department of Construction.
The construction competency certificate defines the scope of work organizations can undertake, categorized by level and type of construction. According to Decree 15/2021/ND-CP, the applicable fields include:
- Execution of civil construction projects (Level II): Residential buildings, hospitals, schools, commercial centers, etc.
- Execution of industrial building projects (Level II): Factories, production workshops, warehouses, industrial zones, etc.
- Execution of infrastructure projects (Level II): Roads, drainage and water supply systems, power facilities, telecommunications structures, etc.
- Execution of road transportation projects (Level III): Roadways, urban transportation networks, highway projects, etc.
- Execution of irrigation works (Level III): Water reservoirs, dams, embankments, irrigation infrastructure, etc.
- Execution of bridge transportation projects (Level III): Bridges, tunnels, river-crossing structures, and overpasses.
